The 9th National Conference
Commissioner: the late Dr. Y. Litmanovitz (1968-1969)
1. The conference recommends streamlining and improving the publications of the “Lions” movement in Israel and publishing more frequently. The possibility of issuing a monthly bulletin will be examined.
2. The conference recommends the new commission to persist in cultivating the public relations of the “Lions” movement in Israel, in order to bring the message of the movement to the masses of the people.
3. The conference imposes on the commission and the management of the clubs to adopt ways of working in which all “former office bearers” in both the commission and the clubs will be properly and efficiently shared, and this within the framework of a separate body.
4. The conference decides that the commission will appoint a district chairman in the Jerusalem area, with the aim of bringing about the establishment of additional clubs in and around Jerusalem.
5. The conference decides to continue vigorous activity on behalf of the blind within the framework and in the ways it will show to the commission.
6. The conference calls on all clubs to lend a hand in establishing a coordinating body for cooperation between all service clubs in Israel.
7. The conference recommends to the Commission to find the appropriate way to celebrate the 10th anniversary of the existence of “Lions” clubs in Israel.
10th National Conference
The commissioner: Daniel Osshinsky (1969-1970)
1. The conference notes with regret that it has been several years since district 356 received the visit of the international president as was customary in previous years, and calls on the international “Lions” organization to correct the distortion.
2. The conference calls on the management of the international “Lions” organization to convene in Israel the meeting of the board of directors of the organization.
3. The conference recommends to the selected commission to persist in cultivating the public relations of the “Lions” movement in Israel in order to bring the message of the movement to the masses of the people.
4. The conference imposes on the commission and the management of the clubs to adopt ways of working in which all the former office bearers, both in the commission and in the clubs, will participate in an adequate and efficient manner.
5. The conference calls on the members of the “Lions” to bring the word of the State of Israel to the people in all possible ways, including booking tours of the “Lions” members from all over the world to Israel, performances in clubs abroad by members going on visits outside of Israel, etc.
6. The conference expresses bewilderment, astonishment and outrage that the president of the “Lions” club in Ramat Ammon, contrary to the sacred rules of the international “Lions”, saw fit to carry the name of the organization in vain for the purpose of spreading false and defamatory political propaganda by sending hate letters to the district commissioners around the world . The conference calls on all members of “Lions” in the world to make a positive effort to solve international problems in a spirit of moderation, mutual understanding and closeness while negotiating directly between the parties and to motivate their governments to act in this spirit.
7. The conference recommends that the Commission bring to the International Center a proposal regarding the establishment of a day of the year as International Peace Day on behalf of the “Lions” movement and the manner in which it will be celebrated.
The 12th National Conference
Commissioner: the late Tovia Sinai (1972-1973)
1. The conference calls on the commission to act for the rehabilitation and establishment of Lions clubs beyond the green line in order to foster understanding with the residents of that area.
2. The conference calls on the International Lions Center to hold its conferences and meetings only in those countries where free participation is possible for all “Lions” members.
3. The conference calls on the leaders of the two blocs, who are now meeting in Moscow, to take action to grant exit permits to the Jews of the Soviet Union who wish to immigrate to Israel.
4. The conference obliges the commission to strengthen its relations with the various clubs and with the International Lions in order to promote the district by means of regular guidance and instruction to the clubs and to bring about closeness and cooperation between the various clubs. The conference calls on the elected district commissioner and his deputies to visit the clubs as many times as possible during the year in order to keep in touch with them.
5. The conference encourages the Commission to act to establish new clubs in places where there are no existing clubs and to strive for the existence of at least 30 clubs until the next conference, with the goal that Israel will be a full province within the meaning of the International Lions regulations.
6. The conference calls the International Lions Center and invites it to hold in Israel the global management meetings and regional or international conferences of the Lions. In particular, it is proposed to hold in Jerusalem, the capital of eternity, the conference of beer clubs of the International Lions.
7. The conference recommends to the Lions clubs all over the world to plant trees in the Lions Forest in Israel and thereby express the spirit of international peace.
The 13th National Conference
Commissioner: Micah Haft (1973-1974)
1. The conference supports the establishment of a national association to fight heart diseases.
2. The conference decides to present the candidacy of Lion Yitzhak Edelsburg for the elections at the International Lions Conference to be held in 1974 – for the position of international director – from Southwest Asia and Africa.
3. The Commission is invited to establish a think tank that will serve as an advisory body.
4. The commission is called upon to raise the level of the manager in the clubs and to ensure for this purpose the guidance and direction of those concerned.
5. The clubs are called to expand the activity to plant trees in the Lions grove and raise it from the status of “grove” to the status of “forest”.
6. The clubs will devote special attention and activity this year to increasing awareness of Lionism in Israel and raising its profile.
The 14th National Conference
Commissioner: the late Aharon Rabinowitz (1974-1975)
1. The commission must appoint a committee of professionals whose task will be to prepare a proposal for the club regulations and the commission according to the international format.
2. For the 4 positions (commissioner and 3 deputies) no more than one representative from the same club will be elected.
3. a. The commission must expand the scope of its areas of operation within the clubs, nationally and internationally.
on. In order to enable this task to be carried out, the Commission may employ a salaried personnel mechanism, according to the need and at its discretion.
4. The conference expresses its displeasure at the indifference and equanimity of the International Lions organization in the face of violations of human rights and atrocities.
5. The conference calls on the incoming commission to give its opinion on the problem of preventing delinquency through preventive activity among marginalized youth.
6. The conference recommends that all clubs in the district adopt the wording of the opening prayer of the Jerusalem club.
7. The conference calls and recommends to the members of the clubs who have already filled positions in the management of clubs, to come back and once again assume positions in the management according to the need.
8. The Commission is requested to assist clubs in Israel in handling inquiries from clubs abroad (correspondence in foreign languages, etc.).
9. The Commission and the clubs must increase contacts with international parties and Lions members abroad on the subject of “human rights” at each site.
10. The conference recommends to the commission and the clubs to expand our activities in the field of culture and relief and to use the women members for this purpose. It is also necessary to strive for our representatives to be members of the main relief institutions in the country.
11. Recommend to the Commission to receive from the clubs the proposals for decisions at an annual conference, (about two to three weeks) before the conference to enable the material to be distributed and studied in preparation for the conference.
The 16th National Conference
Commissioner: the late Judge Aharon M. Simcha (1976-1977)
1. Development cities
The conference decides that the coming year will be marked by increased activity in the development cities and recommends that each club adopt a development city with the goal of establishing a “Lions” club in that development city.
The conference recommends that each effort club will assist in financing the expenses of the club established by it in the development city, to the extent necessary, in such a way that this club will gradually reach independence.
2. Neighborhoods and suburbs
The conference encourages the clubs to operate in the neighborhoods and suburbs within their cities, especially among the youth.
3. Cooperation with other service clubs
The conference welcomes cooperation with other service clubs to achieve public, national, and social goals and encourages the clubs to take initiative for this purpose.
4. Public relations
The conference recommends working to increase awareness of the “Lions” in the general public and among other things:
A. To announce the holding of club meetings on signage in the cities and in publications.
on. Renovate and establish the Lions symbols in the entrances of the cities.
5. Training and monitoring committee
The conference recommends that the commission appoint a training and follow-up committee whose role will be to guide the office bearers in fulfilling their duties, to guide the clubs in procedural issues and to follow up on the implementation of the conference’s decisions in order to verify their existence.
6. Decisions of previous conferences
The conference assigns the commission to monitor the fulfillment of the decisions of the previous conference which did not find expression in these decisions.
7. The next conference
The conference registers before it a proposal by members of the Nahariya Club, that the next conference in 1977 will be held in Nahariya and requests that the issue be discussed by the commission.
The 18th National Conference
Commissioner: Adv. Moshe Herzog (1977-1978)
1. The conference sends congratulations for a full and speedy recovery to the first deputy commissioner of Lyon Hanania Rachkovsky. The conference thanks him for his many years of activity for the Lions and decides on his right to receive the position of superintendent for the year 79/80. If his health condition does not allow him to do so – he is given the opportunity to announce his non-acceptance of the position 3 months before the date of the next national conference. In the event that Hananya Rachkovsky fills the position of commissioner as mentioned above, all the office bearers will remain in place for one more year.
2. The conference sends greetings to the prisoners of Zion who are imprisoned and struggling to reach their safe shore in the State of Israel and strengthens the hands of those suffering in Arab countries and other exiles and wishes them to reach their desired destination in Israel.
3. The conference appeals to all members of the Israel Lions by the delegates present at the conference to unite for the idea of the Lions in Israel and increase each one’s activity in his club.
5. The conference recommends assigning a special role to a person chosen by the commission who will take care of establishing new clubs and take care of closed clubs.
The 19th National Conference
Commissioner: the late Yehuda Shavor (1978-1979)
1. The National Conference sends its congratulations to the President of the State of Israel, Mr. Yitzhak Navon, to the Prime Minister of Israel, Mr. Menachem Begin, to the President of Egypt, Mr. Anwar al-Sadat, to the President of the United States, Mr. Jimmy Carter – initiators and bringers of peace in the Middle East region.
2. The conference sends its congratulations to the Lions Club in Cairo and hopes to maintain strong ties and cooperation with it in the near future.
3. The conference decides on the establishment of a circle of former district commissioners whose purpose is to provide assistance to the district commission in its operation.
4. The national conference decides:
A. The first deputy district commissioner automatically advances in his position and is announced as the district commissioner.
on. The second deputy district commissioner automatically advances in his position and is announced as the first deputy district commissioner.
third. The second deputy and the third deputy to the district commissioner will be elected by the national conference every year.
20th National Conference
Commissioner: the late Hanania Ratzkovsky
1. The conference recommends organizing events within the clubs on the occasion of the 20th anniversary of the Lions clubs in Israel.
2. In order to increase awareness of the Lions in the public, care must be taken to use symbols, labels for cars and signs, as well as to provide publicity about the clubs’ activities.
3. The conference recommends the establishment of a central archive of the Lions in Israel.
4. The conference recommends appointing a committee whose job it is to take care of the publication of a quarter and a yearbook for the district.
5. The conference assigns the Commission to check the feasibility of bringing the annual conference to the month of March-April.
6. The conference appeals to all members of the Lions in the world to give their help for the release of the prisoners of Zion in Russia and the release of the American hostages in Iran.
The 22nd National Conference
Commissioner: the late Bernard Wittenberg (1981-1982)
1. The conference appeals to the international center to condemn the growing anti-Semitism in the world as well as to condemn all racism of any kind and kind.
2. The conference notes with satisfaction the holding of the first international youth camp in Israel and congratulates the workers of the plant for their devotion and dedication to this goal.
3. The conference will look favorably on the establishment of a framework for marking an exemplary person on behalf of the Lions, not a member of the Lions, in recognition of his activity in accordance with the principles of Lionism.
4. The conference expresses its appreciation to the operators of the medical alert plant and appeals to all Lions members in the district to join as members within the medical alert as well as to serve as goodwill ambassadors to spread the benefits of this important plant.
5. The conference recommends the establishment of the commissioner’s fund for special events of special importance to the Lions movement. The commissioner will prepare a proposal for the operation of the fund and bring it to the commission’s session for approval.
6. The conference suggests that the 1982/83 commission make every effort to bring the inactive clubs together and integrate them within the district framework.
The 24th National Conference
Commissioner: the late Avraham Berman (1983-1984)
1. The conference approves the change in the Israel Lions regulations regarding the replacement of the commissioner and the addition of a fourth assistant position to the commissioner.
At each annual conference, only the second, third and fourth sub-members will be nominated (starting with the upcoming term). Whereas the first and second assistants in the past work year will be promoted in their position as before.
2. The conference recommends establishing a permanent audit committee in the commission consisting of three former commissioners, each of whom will serve as chairman of the committee and at each annual conference a replacement member will be chosen. The commission’s powers will be proposed for approval at the first commission meeting.
3. The conference charges the commission to re-establish contact with former commissioners, who have retired from activity in the movement, to bring them back to work and to ensure that the clubs do the same for former presidents.
The 25th National Conference
Commissioner: Dr. Moti Tzviran (1984-1985)
1. The conference recommends canceling section 3 of the decisions of the 24th conference, regarding the fourth sub-commissioner. At each annual conference, only the second and third deputy will be nominated, while the first and second deputy in the past work year will be promoted in their position, as before.
2. The conference recommends to the incoming commission to prepare a multi-year plan, (preferably 3-5 years) to increase the tax of members and clubs while deepening bad relations between the clubs.
3. The conference calls on the clubs to increase the involvement of all their members, by appointing them to positions in the club, while avoiding re-appointment of past office holders.
4. The conference approves the transfer of the Lions Grove sign in Israel from its current location, to the Burma Road parking lot. The conference also calls for increasing the number of trees in the Lions grove by planting trees on the occasion of any personal or club event of the Lions members in Israel.
5. The conference calls on the International Lions Center to share District 356 Israel in the European Forum, instead of the Afro-Asian Forum in the past and this is further to the recognition that Israel belongs to this forum, in the common market, in international sports and other international arenas.
The 26th National Conference
Commissioner: the late Michael Frank (1985-1986)
1. The conference calls for the International Lions Center for regular and continuous participation of District 356 Israel, in the Afro-Asian Forum to which Israel belongs.
2. The conference recommends to the elected commission to initiate an international forum on the subject of peace which will be held in Jerusalem – which today is a holiday – under the auspices of the International Center.
3. The conference encourages establishing a framework to mark an exemplary person who is not a member of the Lions Club in recognition of his activities in accordance with the principles of Lionism. The man of the match will be chosen by each club according to its decision.
4. The conference returns and decides on the concentration of all the national documentary material in the hands of the clubs and individuals in the district archive. The conference also recommends that each club maintain its own archive regarding the club’s documentary material. The implementation of this section and the responsibility for managing a book of details is the responsibility of the Secretary of the Commission.
5. The district conference maps the power of its representatives to the international conference to vote in favor of granting women full rights to be considered equal members of the organization.
6. The conference congratulates the Lionist clubs for their blessed activity.
7. The conference calls on the international center to make sure that the international youth exchange camps are open to people of all nations without discrimination. The conference also recommends that disabled children be given the opportunity to participate in youth camps.
8. The conference recommends to the incoming commission to hold a youth camp in Israel in the summer of 1987.
The 27th National Conference
Commissioner: Yehoshua (Shoka) Tamir (1986-1987)
1. The conference calls for a constructive integration of all the Zionists while taking advantage of their Zionist experience and their extensive connections in Israel and abroad, and appeals to the Zionists to join this action.
2. The conference calls on the clubs to increase the involvement of all their members by activating them within the clubs.
3. The conference recommends to the International Center to choose the Honorable Yitzchak Adelsburg as international director on behalf of the geographic district to which district 356 belongs. If necessary, the commissioner will establish a committee to promote and handle the issue.
4. The conference decides that proposals for decisions at the national conference must be submitted to the decision committee at least 30 days before the date of the conference. New and special proposals that will be brought forward during the conference will be forwarded to the elected commission and will be handled by it.
5. The conference recommends to the UN President to initiate an international forum on the topic of peace which will be held in Jerusalem under the auspices of the International Center and with the participation of the districts of the Mediterranean region and all the districts that have an interest in it.
6. The conference returns and decides to oblige every Lions member in the district to pay one dollar a year to the Lions International Fund (L.C.I.F.). This payment will be collected by each club as part of the membership fee to the Commission. The Commission will transfer the sums that will be collected centrally to the International Center.
7. The conference recommends that the clubs report during the year of activity on actions and ways of raising funds within the framework of the events organized by the clubs and the purposes for which the aforementioned funds were allocated. Also on other actions done by clubs for community purposes other than by donating money. All this without infringing the sovereignty of the clubs to raise funds and allocate them to the goals they deem appropriate and in accordance with the goals of the Lions. Based on these reports from the clubs, the commission will formulate a guideline for the activity of existing and new clubs.
The 28th National Conference
Commissioner: Shimshon Zelbiger (1987-1988)
1. The conference calls for a constructive integration of all the Zionists while taking advantage of their Zionist experience and their extensive connections in Israel and abroad, and appeals to the Zionists to join this action.
2. The conference calls on the clubs to increase the involvement of all their members by activating them within the clubs.

The 29th National Conference
Commissioner: the late Raphael Soskin (1988-1989)
1. The conference proposes and recommends to the incoming commissioner to redistribute among the clubs the version of the international regulations in Hebrew in order to expand the members’ knowledge on the subject.
2. The conference recommends that the commissioner return to the practice that was in the past, and issue a monthly fee to members, with the aim of informing them of what is happening in the clubs in Israel, and encouraging them to be active in the spirit of the slogan: “A conscious Lion is an active Lion”.
3. The conference calls upon the members of the Lions in Israel to mobilize for a special operation of the thirtieth celebrations for the holding of the Lions in Israel that will take place in March 1990, and requests the commissioner to establish and operate a special committee for this issue, which will discuss and decide on issues such as: events, the distribution of scholarships, or other expressions of the thirtieth holiday.
4. The conference calls on the commissioner to gather the dates of the main activities of the clubs in the district and bring them to the attention of all club presidents, with the aim of enabling their participation in the events of the various clubs and preventing duplication as much as possible.
5. The conference decides that the auditor of the commission, starting from the work year 90/91 onwards, will be proposed by the commissioner and approved by the national conference.
30th National Conference
Commissioner: Dahan Balls (1989-1990)
1. a. The conference congratulates the Lionesses women’s clubs for their successful activity and the expansion of their ranks and asks to encourage them to increase the number of clubs and expand them.
on. As a sign of recognition and appreciation for the Lionesses women’s clubs in Israel, and their blessed action, the conference decides to allow them to vote and participate as members with equal rights in the conference.
The obligation to pay the Commission of the Lioness companies will be decided in the future.
2. The conference approves the registration of the commission as a separate and independent association, which will be entitled to conduct and maintain its own financial enterprises and for the benefit of the district.
3. Following the recommendation of the special committee, appointed by Commissioner Kadori Dahan, and with the aim of increasing national fundraising enterprises as well as strengthening and expanding the support and assistance to the existing enterprises near the Commission, the conference recommends to the district commissioner – to appoint a board of trustees for these enterprises from among public members who are not members of the district clubs. This board of trustees will be under the supervision of the commissioner and the auditor of the commission.
4. The conference recommends cooperation between the Jewish and Arab populations in Israel and encouraging meetings between the Jewish and Arab Lions clubs. The conference recommends that the Commission establish a committee that will deal with the appropriate ways for such cooperation and also take care of the addition of the Arabic language in the symbols of the Lions in Israel.
5. The conference calls on the international center to share district 356 (Israel) in the European forum – instead of the Afro-Asian forum until now – and this is further to the recognition that Israel belongs to this forum in the common market, in international sports and in other international arenas. And more – and above all – in view of the fact that for years representatives of the district were prevented from participating in the Forum conferences, which were held in Asian countries (India, Srilanka, Bangladesh, Pakistan, etc.) for clear political reasons and despite the Forum’s constitution requiring FREE ACCESS to the participation of all Lions in the countries of the region.
6. The conference appreciates the actions of the Lions International Relief Fund L.C.I.F., and calls on members to continue donating to the fund.
7. The conference welcomes the publication of Bytown “Our Lions” and asks to examine the possibility that each club will contribute a certain amount per year to its publication.
The 31st National Conference
Commissioner: Yossi Dror (1990-1991)
1. The 31st National Conference of Israel Lions Clubs (District 356) congratulates the Government of Israel for “Operation Solomon”, which brought the Ethiopian exile to Israel, as a humanitarian measure, in the area of rescuing Jews from distress, reuniting families and returning the Jews of this ancient exile to the homeland.
2. The conference appeals to all clubs to work on increasing the number of members and lend their hand to the foundation of new clubs.
3. The conference repeats and calls on the international center to speed up the process of integrating district 356 (Israel) into the European forum.
4. The conference recommends that the elected commissioner increase the informational activity in order to bring the word of the Lions to the general public, while emphasizing the welcome and important activity in their communities. The conference will look favorably on the continuation of the publishing of “Our Lions” by Btown.
The 32nd National Conference
Commissioner: Eli Ashari (1991-1992)
1. The conference welcomes the decision of the members of the Lions Clubs in Israel to become full-fledged Lions Clubs and integrate as members with equal rights in the Lions family in Israel and the world.
2. … The conference calls on the members to be careful about wearing the symbols and using them in the car, and to increase the involvement of the members in community activities while emphasizing the issues of absorbing the Aliyah.
3. The conference states that the exact name in Hebrew of the International Lions Organization is: “The International Union of Lions Clubs” (International Lions).
4. The conference wishes to encourage the entry of women members into responsible positions in the commission, such as: chairpersons of committees, chairpersons of districts and district commissioners.
5. The conference calls for returning Atara to its former position in the definition of positions in the commission: district commissioner, first assistant to the commissioner, second assistant to the commissioner and third assistant to the commissioner. The first assistant is the commissioner.
6. The commissioner will appoint the heads of the regions in his personal appointment and the appointment of the heads of the regions will be cancelled.
The 33rd National Conference
Commissioner: Natan Dekel (1992-1993)
1. The conference repeats and calls on the international center to speed up the process of integrating district 356 – Israel into the European forum.
2. The conference repeats and calls on the members of the Lions in Israel to increase their contributions to planting trees in the Lions Forest and to foster events and visits to the forest.
3. a. Due to the decision of the international center of the organization to see 1993/4 as the peak year in the effort to raise funds for the fight against blindness (S.F.), the conference calls on all clubs to increase their contribution to this goal and at a rate not less than $10 per member.
on. The conference also calls for members to join the group of M.J.F. members.
4. a. The conference requires the incoming commissioner to submit in writing, for approval at his first commission meeting, a budget proposal for the year of his term.
on. The conference repeats and obligates each outgoing commissioner to include in the agenda at the first commission meeting of the incoming commissioner a written report of the auditor and the treasurer’s report, referring to the year of his term.
5. The conference repeats and recommends to the Commissioner the establishment of a committee to monitor the decisions of the 33rd conference and its predecessors.
6. The conference requires the commissioner to send minutes from the meetings of the commission and the conference as well as a summons to any event initiated by the commission to all club presidents and former commissioners.
7. In order to improve, streamline and supervise the payment of membership fees to the International Center, the conference decided that from now on the payment to the International will be made by each club through the treasurer of the Commission.
The 34th National Conference
Commissioner: Rami Arad (1993-1994)
The conference calls for tightening our relations with the institutions of the European Forum and increasing our participation in its regional operations.
The conference recommends the strengthening of the relationship between the clubs and conducting joint actions (between clubs), including national (district) actions, sometimes cash, to increase the involvement of the members in the Lionist activity.
The conference recommends that commission delegations visit all club activities, according to a plan and each time a delegation of 3-4 participants – with first priority to visit clubs that need help and guidance.
The conference recommends having a permanent and unchanging technical secretariat in the commission, which will help organize the day-to-day work and enhance the power of the incoming commissioner to bring a practical proposal on the matter for discussion at the first commission meeting in the new term.
The conference recommends to the incoming commissioner to find a permanent place for the archives of the commission and to hire a permanent secretary for this, on a voluntary basis.
The 35th National Conference
Commissioner: Israel Nocham (1994-1995)
1. The conference approves adding the Arabic language to the Commission’s logo.
2. The conference decides that every member or company registered in the International Center will pay membership fees to the Commission.
3. The conference strengthens the hands of those involved in the project of reducing the social gap and recommends everyone to join the project and find sponsors to finance part of the project’s costs.

The 36th National Conference
Commissioner: Yitzhak Harel (1995-1996)
1. The conference congratulates the city of Jerusalem on its 3000th anniversary of being the capital of Israel and assigns the district commissioner to convey the blessing of the Lions to the mayor.
2. The conference calls for tightening our relations with the institutions of the European Forum and increasing our participation in its regional activities.
3. The conference decides that commission projects will be supported within the commission’s budget in an appropriate budget section.
The 37th National Conference
Commissioner: Eli Ben-Yaakov (1996-1997)
1. The national conference sends a special greeting of appreciation to the representatives in the European forum who helped and are helping us in the framework of the forum for their support in promoting the Lions in Israel and strengthens their hands to continue their Lionist path.
2. The conference approves an increase in the member’s tax rate to the commission to a total of NIS 85 for the 1997/8 work year.
3. The conference repeats and approves decisions of previous conferences and procedures set forth in the bylaws in connection with making payments and requires the treasurer to be careful about the execution.
4. The conference expresses its deep appreciation to the president Michael Frank for his great help in monitoring the regular activity of the clubs in the matters of reporting and payments to the international center for 20 years in a row.
The 38th National Conference
Commissioner: Rachel Herzog (1997-1998)
1. The national conference welcomes and appreciates the arrival of: International Director Paolo Bernardi from District 108, Netzals Guter Dieter from District 111 – and requests that each of them convey our thanks to their club.
2. The conference recommends the Israel Lions Commission and the Lions clubs to take an active part in the celebrations of the year 2000 while emphasizing the holy places of the three religions.
3. The conference recommends the commissioner to publish the name of the club hosting the youth club that will be held in the year of his term as part of the list of officials in the commission.
4. The conference recommends exercising all the rights and obligations arising from being active members of the European forum.
5. The conference appreciates the activity of the LCIF and its help to those in need. The conference returns and requests that each member contribute $10 per year to this important enterprise.
The 39th National Conference
Commissioner: Moti Nagor (1998-1999)
1. The conference decides that next to the district commissioner will serve: an acting commissioner and 3 deputies (third, second and first) whose order of promotion will be from the highest number to the lowest.
2. The conference decides that from now on the promotion of MM and the two first and second deputies will be confirmed (automatically) as follows:

The 42nd National Conference
Commissioner: Carmela Bar-Noy (2001-2002)
1. The conference approves the regulations of Lions Israel District 128 that were presented to the conference attendees, and asks the cabinet to continue processing its implementation and transfer it to the registrar of associations.
2. The conference affirms that the Lions clubs are the cornerstones of the organization in Israel and the world. The club is sovereign to make decisions within the Commission.
3. The conference recommends that the incoming commissioner in the future, send the presidents of the incoming clubs, his work plan several months before he takes office, with the goal that they can participate according to their ability and desire, in the programs of the national commission.
4. The conference confirms that a candidate for the position of commissioner will have the following qualifications: –
A. Lions member for at least 4 years.

1. The conference approves the proposed resolution of Commissioner Osama Alimi and the Bylaws Committee chaired by Adv. Eli Ashari as follows:
1.1 The association will manage the financial affairs of the Lions Commission in Israel.
1.2 Any member of Lions in Israel who wishes to join the association. Anyone who does not join will continue to be a Lions member in the International Association of Lions Clubs, can choose and be chosen.
1.3 The statutes as proposed by the committee headed by Adv. Eli Ashari are accepted with the following changes:
1.3.1 The members of the cabinet serving in the association will serve as long as they are members of the cabinet.
1.3.2 The members of the cabinet, will not be able to serve in his position, unless he is a member of the association.
2. The 43rd Conference confirms and reminds that the Lions Clubs are the cornerstones and right of existence of the International Association of Lions Clubs District 128 Israel.
The club is sovereign in its decisions, subject to the procedures of the International Lions and the District Commission.
3. The conference requires the district commissioner to submit a financial report for the year of his activity.

1. Only clubs that have paid to LCIF in accordance with the decisions of the national conference will be allowed to receive requests through the Commission. Applications of new clubs – will be discussed separately.
2. a. The conference recommends to the district commissioner that a place be offered to at least one representative from each region in all commission committees.
on. The conference calls on the clubs in the districts/regions to recommend and send candidates to the changers every year.
3. The president of an incumbent club cannot be a member of the cabinet of district 128 nor the chairman of a commission committee.

Commissioner: Meir Porat (2006-2007)
1. The conference praises the activities of the Committee for the Support of the Visually Impaired and Prevention of Blindness and proposes to expand its activities in the coming years.
2. The replacements for the commissioner – except for his deputy – will be appointed by the commissioner as chairpersons of regions and every year a round will be held among them. The appointment will be valid from the 2008-2007 activity year.
3. Members, from clubs that are more than 60 km from Gush Dan, will pay half of the price of participation in the following commission events: commission meetings and an annual conference”
4. Each commissioner who terminates his position must submit a financial report (income and expenses) relating to his term of office. The report will be submitted at the first commission meeting of the next commissioner.
5. The conference recommends: the cabinet will establish a steering team whose purpose is to recommend the outline of a multi-year plan, at the national level, with each commissioner carrying out a proportional part of it. The plan will be submitted for approval at the next conference.
6. No later than one month from the date of the Cabinet meeting, the Commission’s secretariat will distribute a protocol, containing, among other things, its decisions, to all club presidents and officials in the organization. The club presidents will distribute the protocol to club members by email.
7. The proposal of the Cabinet: The Israel Lions Cabinet recommends supporting the candidacy of Eberhard J. Wirfs from Germany, for the position of second vice president of Lions International.
Lion Eberhard J. Wirfs is a friend of Israel, who works for the organization in Israel within the framework of Lions International. The decision will open new possibilities for strengthening the relations of Lions Israel with the Lions clubs in Germany and Europe.
The 48th Conference
Commissioner: Shalom Zakaria (2007-2008)
1. A Lions member who violates the ethics and disciplinary codes in the organization will be taken measures against him, after an investigation by the ethics committee and the decision of the cabinet.
2. In any commission committee with more than 4 members (including the chairman), there can be up to 25% members from the same club (not including the chairman in committees with 2 or 3 members, there can only be one member from the same club (including the chairman) .

6._ A club member will not be invited to participate in a commission committee, except after coordination with the president of his club.
7. All decisions made at the annual conferences of Lions Israel are binding on the commissioners of the Lions and the clubs.
8. During the 2008/2009 activity year, the code of ethics will be redrafted, adapting it to the organization of the Lions clubs in Israel.
9. The conference recommends to the district commissioner to establish a follow-up and implementation committee of previous conference decisions. The members of the committee will be from among the former commissioners’ forum.
The 49th Conference
Commissioner: Marcel Friedman (2008-2009)
1. The job titles of the deputy commissioners in Lions Israel will be adapted to what is customary in Lions International:-
a) first year and MM to the commissioner. b) second year. c) third year. d) fourth year.
2. Any type of documentation prepared, edited, presented or published by a registered member of one of the Lions clubs in Israel, as part of his activities in the club or in Lions Israel, will be available to all Lions Israel members unconditionally and without any compensation, to carry out their tasks within the organization without the need to obtain approval from any type. The name of the manufacturer of the material will be mentioned in every case where it is used.
3. 1. The Treasurer of the Commission will update each club quarterly, by sending letters to the person responsible for this, of the remaining debts of the clubs to Lions Israel and Lions International.
2. The Secretary of the Commission will inform the clubs in the same way, about the clubs’ report to the International Lions.
4. 1. The acceptance of the ethical code and the code of conduct, as shown in the appendices, which were presented by Netzelesh Ezra Shamir at the second commission meeting, and sent for the perusal of the officials in the clubs and the commission.
2. The conference authorizes the ethics committee to continue implementing, correcting and updating the code of conduct (as a result of comments, suggestions and recommendations brought to it by the members of the Lions in Israel).
3. Establish a special committee that will discuss and propose to the cabinet the powers of the ethics committee in the future.
The 50th Conference
Commissioner: Panina Efrati (2009-2010)
The conference reaffirms what is said in the international regulations regarding the obligation to appoint a zone chairman (ZONE CHAIRMAN) among the other positions of the district commissioner.
In order to prevent future disagreements in the names of the officials and to adapt them to what is accepted in the world, the conference approves the following nomenclature: ZONE CHAIRMAN. The head of a region will be called – REGION CHAIRMAN
A member whose membership was terminated due to the violation of the code of ethics will not be able to be admitted to another club in the district or be one of the founders of a new club for a period of at least three years.
Every year each club will transfer to LCIF an amount of $15 for each club member for the next 3 years.
The conference adopts the opening of the International Lions Forest in the Yatir region of the Negev, and recommends the organization in Israel and abroad to declare it as an international Lionist project and encourages Lions members in Israel and around the world to use the forest tree certificates as certificates of recognition and appreciation for volunteers from the organization and outside.
6. Any instruction giving the district commissioner to add additional members to the cabinet, as having the right to vote – is hereby null and void both in the Israel Lions Association and in the Israel Lions Association – and the Commission will act to pass a similar decision in the Israel Lions Association.
7. The conference approves the definition of the cabinet structure and the format of the commission meetings, in accordance with the international Lions laws, as formulated by the district commissioner. (The wording was approved by the conference)
8. The conference approves the stages and the way of transferring financial management between the outgoing cabinet and the incoming cabinet, as defined in the proposal regarding the transfer of funds between commissioner to commissioner by the district commissioner. 9. The conference approves the commissioner’s proposal intended to unify Lions Israel and the association, to define the stages and schedules The timelines for the merger, including the revision of the statutes and the addition of all Lions members to the association (the text was approved at the conference).
11. The conference approves the wording proposed by the expanded committee regarding powers, designation and definition of goals, composition and selection and the mechanism of the changes in the code of conduct and authorizes the committee to continue its activities for the assimilation of the code of conduct among the members of the Lions in Israel.
The 51st Conference
Commissioner: Tovia Goldstein (2010-2011)
The conference confirms that a decision made at the annual conference of District 128, which is the highest institution in the Lions Commission in Israel, can only be canceled or changed at a regular or special annual conference – if it does not conflict with the International Lions Constitution.
The conference confirms the continuity of the operation and activity of the committee to coordinate the association’s bylaws with the International Lions Constitution, which was established by the Commissioner in the 2010-2011 activity year.
The conference expects the committee to finish its work and submit its recommendations for the 52nd conference.
The conference approves the inclusion of all clubs on the Israel Lions website, while giving the clubs the opportunity to add the Israel Lions legacy to the website.
The decision expands its decision from the 14th conference – regarding office holders in the cabinet for the positions of commissioner, former commissioner and deputies, no more than one representative from the same club will be elected. Likewise, spouses will not be elected to the same cabinet. Note: Although this decision was adopted by the delegates of the conference, it is clearly annulled because, in consultation with the legal department of the International Lions, it is against the constitution of the International Lions.

Commissioner: Yaron Goldman (2011-2012)
A. To approve, as specified in the updated district constitution, that from now on the district commissioner will serve only 2 years and not 4 as was decided in previous conferences.

The final version will be submitted for approval by the 53rd Conference.

In any case that a contradiction is discovered between the proposed constitution of the district and the provisions of Israeli law, including the Law of Associations and the statutes of the association of Lions Israel and/or the decisions of the conference as adopted in the past, the provisions of the aforementioned law and the decisions of the conference will prevail.
d. To create a complete legal identity between the “International Union of Lions Clubs, District 128 Israel” and the “Israel Lions (AR)” association.

Commissioner: Danny Horowitz (2012-2013)
1. A candidate for joining one of the Lions organizations will receive a discount or exemption for the activities of the organization for a period of 6 months. The details of the activities will be determined by the Cabinet.
2. In order to ensure a future and stable management continuity for the organization, the number of replacements that will stand for election at the annual conference will be three.
3. The 53rd Conference – definitively approves and adopts the Hebrew text of the Constitution of the 128th District of Israel, which was translated and adapted based on the Constitutional by-laws, District Revised July 1, 2012. In addition, the Conference calls on the “Israel Lions Association” (association no. 580373306 r) To comply with the association’s bylaws and the constitution. In the event that a contradiction is discovered between these two documents and previous conference decisions, the constitution committee will discuss this and work to resolve the contradiction.
The 54th Conference
Commissioner: Rami Efrati (2013-2014)
Add an alternative to the qualifications of a candidate for a third term and stipulate that even those who have served as the chairman of a significant commission committee may present their candidacy for a third term. In the year of their term as a third term, they will be appointed by the incumbent commissioner to the position of head of a region or head of a district.
Changing the status of the ethics committee and turning it into a regular commission committee: the district commissioner will appoint the chairman of the committee and the chairman of the committee will choose its members.
Establish a fund to pay deductibles in case Lions Israel is responsible for damage to a third party (including the members themselves) in connection with the organization’s activities. The total fund will be about NIS 55,000. The fund will be established from a payment of NIS 10 per year to a member, for five years.
The 55th Conference
Commissioner: Amnon Alter (2014-2015)
It was decided to cancel the Ethics Committee, which over the years of its activity has become a tool of confrontation, something that does not respect a volunteer organization. It is recommended that the district commissioner consider establishing a committee in a new format, so that it will serve as a committee for imparting the Lions’ code of ethics to all clubs.
The district commissioner will act immediately to implement the decisions of the annual conferences, and especially the decisions of the 52nd and 53rd conferences, which deal with the district constitution and its transfer for the approval of the Israel Lions Association (AR).
The 56th Conference
Commissioner: Maroane Zibek (2015-2016)
1 The district commissioner will establish a permanent team headed by him, together with the auditor of the commission, the legal advisor to the commission and other members as needed. The role of the team will be to act to implement the decisions of the annual conferences, in descending order of years. The commissioner will report at the commission’s meetings on the team’s recommendations.
2. Every year, the commission will reserve in the annual budget a budget to support the holding of a district leadership seminar.
3. The conference recommends raising the contribution of Israel Lions members to LCIF to $18.
In addition, any member who wishes to increase his contribution to $20 will receive a CONTRIBUTING MEMBER certificate from the LCIF
The 57th Conference
Commissioner: Adv Shmuel Sef (2016-2017)
1) The conference congratulates the cabinet on establishing a committee to find additional sources of income for Lions Israel and recommends that the appointment of the chairman be for 3 years. After his appointment, the chairman will determine the composition of the committee.
2) In the coming commission year, an ad hoc committee will be established to establish clear procedures for the use of Lions Israel’s reserve funds. The committee’s recommendations will be forwarded to the annual conference for approval.
The 58th Conference
Commissioner: Miriam Krupkin (2017-2018)
1. The conference decides on the organization joining the umbrella organization of the environmental organizations “Life and Environment” at a cost of NIS 300 per year. Upon joining, the cabinet will determine our representative on the organization’s board of directors.
2. The budget for travel abroad, including to forums, shall not exceed 15% of the total income from membership fees in that year. The Commissioner’s travel will be fully funded, and the balance will cover the travel of Cabinet members, according to the Commissioner’s decision and with the approval of the Cabinet.
3. Increasing membership taxes to NIS 150 per year
4. The cancellation of the decision made at the 14th conference in 1975, according to which “for the 4 positions (commissioner and 3 deputies) no more than one representative from the same club will be elected”.
5. A recommendation by the Commission’s auditor related to the improper administration of a Lyons member shall require:
A. A special meeting of the cabinet to discuss the auditor’s recommendation and decide on the actions to be taken.
on. Publication to all Lions members of the auditor’s recommendation and of the cabinet’s decision.
6. Congratulations to the circle of friends of Lions Israel (to be approved by the committee appointed by Yitzhak Berkowitz), provided that the friends are not members of any Lions club in the previous 3 years.
The 59th Conference
Commissioner: Dr. Shoshana Nissim (2018-2019)
1. Participation in travel expenses, in exchange for receipts, for the second time in the same club, when the reason is justified, such as an exchange of presidents, the peace poster ceremony, the person of the year ceremony.
2. Only a club whose members have contributed in the last two years to the LCIF fund, and have no debts to Lions International and the Israel Commission, may submit a grant application to LCIF.
The 60th Conference
Commissioner: Adv. Meir Barnea (2019-2020)
1. All office bearers in the cabinet will participate in dedicated training before taking office, after being selected for the position by the designated commissioner and no later than July 1.
2. It is recommended that the president of an incumbent club, who has not yet passed a leadership seminar, participate in the seminar in the year of his presidency.
3. Training courses abroad will be announced to Lions members. Members over 3 years in Lions who wish to register for a course and commit to training in Israel, will submit a request for the Cabinet’s information and approval of the Commissioner.
4. A leadership seminar will be subsidized for new members and members who have not attended this seminar in the last 3 years. Repeat registrants will be approved on a space available basis and at full price.
5. Members from all clubs are supposed to participate in the commission meetings. It is recommended that members of the club management and/or at least 2-3 club members participate.
6. Cancellation of the decision of the 59th conference on the reimbursement of additional travel expenses to the commissioner for visiting clubs.
7. The conference recommends stopping the use of disposable plastic utensils at official events and calls on clubs to take a similar step.
The 61st Conference
Commissioner: Verda Gutman (2020-2021)
1. Increasing the amount of the donation to the LCIF fund from a total of $18 to $20 per member per year, and a recommendation for other clubs to join and donate.
2. A club president can serve in a position in the organization’s cabinet, except as a commissioner or one of the deputies, and with the approval of his club’s management.
3. Budgetary surplus of a commission year will be transferred to the reserve. In a year in which the surplus is greater than 10% of the annual budget, the Cabinet may decide to transfer the balance of the surplus to the next year and collect membership fees to complete the budget.
4. The conference decides to cancel the decision made at the 14th conference, according to which: “The Commission has the right to hire a salaried mechanism, according to the need and at its discretion.” If the need arises in the future, it will be possible to hire an external party for a short term.
5. In the coming year of the commission, an ad hoc committee will be established to determine a tender procedure for the purchase of services from an external party. The procedure will include precise instructions regarding the service specifications, and criteria for selecting a supplier based on quality and price.
6. Membership taxes to International Lions will be transferred by the club treasurers on two dates, according to the Lionist year: first payment by 07/31, second payment by 01/31 of the following year. Membership taxes to the Commission: first payment by 9/30, second payment by 1.31 in the following year.
7. The insurance premium for the Lazy Eye project will be paid every year from the Commission’s annual activity budget.
