Born, raised and educated in Givatayim, she has a bachelor’s degree in sociology and anthropology, and a master’s degree in work studies at Tel Aviv University. Panina Efrati has been working at Tel Aviv University since 1973 in a variety of positions and currently holds the position of Head of Administration of the Faculty of Engineering. Married to Rami Efrati. The couple has 2 children and 1 grandchild. Loves sports, plays, movies and reading.
A pearl came to Lions Israel and the Givataim Sr. Club in 2000, through an acquaintance with a Lions member.

At the world conference held in Minneapolis in the USA, Panina Efrati was ordained as Lions Israel District Commissioner, District 128.

Jubilee event project:
The unique activity in Panina’s year as a commissioner was the Jubilee events project of Lions Israel. Many teams were involved in the planning and execution of the events, which took place in the Givatayim Theater and in the Maccabiah Village.
Many guests from abroad came to participate in the event, from a large number of countries: USA, Ecuador, Puerto Rico, Peru, Costa Rica, Namibia, Sweden, Italy, France, England, Poland, Russia, Ukraine, Slovakia and Finland.
International Vice President – Sid Scruggs and his wife Judy headed the guests from abroad. Past International President – Stan Axtem and his wife Marta and Past International Director – Dr. Carlos Husitiniano and his wife Sarah also participated.
Some of the guests arrived a week before the start of the events and participated in trips around the country.
As part of the celebrations, there was a salute to the organization’s volunteers with the participation of guests from abroad, the Minister of Welfare and Social Services, the CEO of the Israel Post Company, guests from Israel and abroad and members of the Lions in Israel. The singer David D’Or performed at the event and a short film by the members of “Wonderful Land” was shown. , who greeted the members of the Lions.
The Lions stamp, produced by the Stamp Service in honor of the organization’s 50th year, was unveiled during the event by the CEO of the Israel Post Company.
A history book was produced to preserve the Zionist history, edited by Carmela Bar-Noy.
In the morning of this day, the guests were received by the President of the country, Shimon Peres, they visited Jerusalem and then the blood bank in Tel Hashomer, where the ceremony of removing the lot from a plaque honoring the Lions of Israel on the occasion of the jubilee of their founding took place.
The 50th conference of the Union of Lions Clubs in Israel was held the following day, with the participation of Deputy Foreign Minister Mr. Danny Ayalon and the guests from abroad. The police orchestra and composer Nurit Hirsch performed at the conference.
In the evening, a festive gala dinner was held, with the participation of all the guests from abroad and members of Lions Israel. During the dinner, a special fundraiser was held for the construction of houses for the victims of Haiti and donations in the amount of 4,300 dollars were collected.
The decisions made at the 50th conference:
The conference reaffirms what is said in the international regulations regarding the obligation to appoint a zone chairman (ZONE CHAIRMAN) among the other positions of the district commissioner.
In order to avoid future disagreements in the names of the officials and to adapt them to the accepted world, the conference approves the following nomenclature: The head of a zone will be called ZONE CHAIRMAN. The head of a region will be called – REGION CHAIRMAN.
A member whose membership has been terminated due to the violation of the code of ethics will not be able to be admitted to another club in the district or be one of the founders of a new club, and this for a period of at least three years.
Each club will annually transfer to LCIF an amount of $15 for each club member, and this for the next 3 years.
The conference adopts the opening of the International Lions Forest in the Yatir region of the Negev, recommends the organization in Israel and abroad to declare it as an international Lionist project and encourages Lions members in Israel and around the world to use the forest tree certificates as certificates of recognition and appreciation for volunteers from the organization and outside.
Any instruction giving the district commissioner to add additional members to the cabinet as having the right to vote – is hereby void both in the procedures of Lions Israel and in the Israel Lions Association – and the Commission will work to pass a similar decision in the Israel Lions Association.
The conference approves the definition of the cabinet structure and the format of the commission meetings, in accordance with the international Lions laws, as formulated by the district commissioner (the version was approved by the conference).
The conference approves the steps and the way of transferring financial management between the outgoing cabinet and the incoming cabinet, as defined in the proposal regarding the transfer of funds between commissioner to commissioner by the district commissioner.

Activity after the commission:
After the end of her position as district commissioner, Panina Efrati returned to activity at the Givataim Hav Club and served for two years as the club’s auditor. As part of the Commission, she served as a member of the Procedures Committee.
The commissioner’s statement for the year’s conclusion:
The year of my commission was a record year in my national Lionist activity, which included 6 years of volunteering in the leadership of the organization and membership in the cabinet.
It was an opportunity for me to implement the vision I have nurtured during these years – to expand the publication of Lions Israel in the general public; add new members to the organization and establish new clubs; To strengthen the relationship between the clubs and the National Commission and between Lions Israel and Lions International.
I hope that in the future we will be able to continue to increase the number of members in Lions Israel, preserve the membership and develop voluntary activities, as needed, for the needy community.
