The first Lionist connection
In 1992, Zvika Lubovitz met for the first time with the Lions organization in Israel, through a couple

Even before being elected commissioner, Zvika Lubovitz was involved in commission activities:
Following an idea conceived by attorney Moshe Herzog, a former commissioner, a study center for mediators and conciliators was established and planned by both of them, at the Arts Center in Hod Hasharon, which was pushed and managed by Zvika Lubovitz during the first two years.
The goal of the project was to establish offices of mediators in most of the Lions clubs in Israel
and mediators and legal advisors, who will help, on a voluntary basis, low-income populations.
He served for two years as the chairman of a commission committee for the establishment of clubs, within which he was involved in the establishment of the clubs: Usafiya, Beit Shemesh, Beit-Jan.

For the first time, a leadership seminar was held for designated presidents and club officials, led by international director Nissim Levy, and former international director, Jacques Gerlo. The seminar was held in the Maccabiah village in Ramat Gan, at the end of the annual conference,
and representatives from most of the clubs in the district participated in it.
136 new members were added to the organization.
Secret elections were introduced for the first time to elect office bearers at the annual conference,
through ballots in polling stations.
Leo clubs were established in Givatayim, Gor Aryeh in Kfar Saba, Beit Jan and Hod Hasharon.
The website was upgraded and became, for the first time, a means of conveying messages to the president

(because of the intifada), Tzvika worked, together with the chairman of the youth exchange committee, to bring her to Israel
